County Road 28 George Johnston Road 4 Structures Replacement


The project limit extends between south of Hindle Lane and Snow Valley Road (County Road 43) on George Johnston Road (County Road 28).  There are 4 structures to be replaced within the Willow Creek sub-watershed under the Nottawasaga Valley Conservation Authority (NVCA) as follows:

  • Culvert 28078 – Willow Creek Tributary
  • Culvert 28082 – Black Creek
  • Culvert 28086 – Willow Creek
  • Culvert 28087 – Swaley Creek

The structures have been in service since 1920s and have been extended/rehabilitated in multiple occasions with the latest extension and rehabilitation being completed in 2005.  County of Simcoe is undertaking a full replacement of all 4 structures and make other improvements including road base structure strengthening using geotextiles to mitigate settlements.

Timelines (subject to change as project proceeds​)


Construction will begin in June 2024 and continue until June 2026 with winter shutdowns in 2024-2025 and 2025-2026.

Willow Creek Tributary and Black Creek structures will be replaced in 2024 and Willow Creek and Swaley Creek structures will be replaced in 2025 with final restoration and paving work on County Road 28 planned for spring 2026.

Impacts to drivers and neighbours


Construction will be staged to allow one lane of traffic in each direction.  Delay and queuing at the bridge is anticipated during construction.

Please be safe and use caution when driving through the construction zone.
