County Road 4: BWG TO COUNTY ROAD 89 IN INNISFIL


PROJECT


The County of Simcoe is undertaking a project to reconstruct and widen County Road 4 from north of Line 8 in the Town of Bradford West Gwillimbury to County Road 89 in the Town of Innisfil.  The 10 kilometre County Road 4 reconstruction and widening project has been separated into 3 Phases.

Phase 1 construction limits are from south of Line 9 to north of Line 10 in the Town of Bradford. Phase 1 includes road widening from 2 to 4 lanes, permanent signalization and addition of turning lanes at Line 9, large box culvert replacement at Line 10, construction of an active transportation multi-use trail, and also drainage and roadside safety enhancements. Construction is to start in 2024 with project completion of Phase 1 anticipated the end of 2025. In conjunction with the work on the Bradford Bypass grade separation interchange at County Road 4, the MTO is already undertaking a portion of the County Road 4 widening on behalf of the County. The County will be issuing a construction tender this spring for the remaining Phase 1 work which will include the addition of permanent traffic signals at County Road 4 and the Line 9.

Phase 2 limits of construction are from north of Line 10 to north of Line 13. This phase includes widening from 2 to 4 lanes, construction of an active transportation multi-use trail, drainage and roadside safety enhancements and signalization at County Road 4 and Line 12. Phase 2 construction is expected to be two years in duration and commence in 2026.

Phase 3 limits of construction are from north of Line 13 to north of County Road 89.  This phase includes widening from 2 to 4 lanes, construction of an active transportation multi-use trail, and drainage and roadside safety enhancements.

Road closure notice

County Road 4 will be closed to through traffic, between Line 9 and Line 11, and Line 10 will be closed to through traffic, between Sideroad 10 and County Road 4, from October 21, 2024 until December 13, 2024 to permit replacement of the Scanlon Creek culvert under County Road 4 at Line 10.

During this period, these roads will be open strictly for access to residential and commercial properties within the construction limits; however, they will be closed to through traffic (traffic will be unable to pass through the County Road 4 and Line 10 intersection) and a clearly marked detour will be provided via Line 8, Sideroad 10, and County Road 89 (see map on following page). Access to Line 10 east of County Road 4 will also be maintained from the south of the intersection.

TIMELINE

  • Summer 2024: Completion of Utility relocations in Phase 1.
  • Fall 2024: Reconstruct intersection of County Road 4 and Line 9 including turning lanes and traffic signals.
  • 2024: Replace box culvert under County Road 4 at Line 10.  Complete Phase 1 widening to 4 lanes.
  • 2026: Phase 2 widening to 4 lanes and reconstruct intersection of County Road 4 and Line 12 including turning lanes and traffic signals.
  • 2028 and beyond: Phase 3 widening to 4 lanes.

PAST Public Information Centre


A Schedule C Municipal Class EA was completed in 2012.  As part of this EA process various studies and assessments were performed including the review of traffic and speed limits, natural heritage impacts, archaeology, noise, hydrology, and intersection control options.  Two Public Information Centres were held in 2010 and 2011 to provide an opportunity for the public to ask questions and provide input. The Environmental Study Report provides a summary of the options considered, studies performed, and outcomes of the Public Information Centres.
